A recent news release states that as of August 1, 2000, all persons requesting certified birth or death certificates from a Minnesota county recorder's office (or equivalent) will be required to fill out an affidavit. If the request is mailed, notarization will be required. The individual will be required to show proof of identity when coming in person. This is a new state law to help cut down on fraud.
Vital records in Minnesota begin with the origination of a given county, generally around 1870. However, many vital records were not recorded during those early years. Birth and death records are held at the county courthouse in the county where the event occurred.
