Richland Parish was founded in 1868 from the parishes of Carroll, (now East Carroll and West Carroll), Franklin, Morehouse and OuachitaAs of 1990, the population of the parish was 20,269 people.  With a water area of 6.1 square miles, and land area covering some 558.5 square miles; the population averages out to approximately 36.9 people per square mile.  The  parish seat is Rayville. . .
