A Dower Petition and Relationer explanation:
When ever any question arose is to whether or not a widow was entitled to dower, or where a dead husband had left her without money in a will, the court upon petition (complaint) would look into the matter and where needed would order the executor or administrator to pay or see to provisions/money that would see to her care. A Relator meant one of 2 things; first, "relators" ("relationers") were those who were knowledgeable about the fact and related to the court under oath what he wanted to know, or second, if the state was the party standing in for the widow, the officer who was appointed by the state to do that was known as a "Relator."
